These may indeed be 316 Stainless Steel alloy because the cleats and the fasteners were non-magnetic when tested with a strong magnet. These Horn Cleats are world wide common design of rope grab points used mostly in boating applications. I do not have a dock or a boat. I am going to use these on my next homemade Deer Carrier vehicle receiver mount cargo carrier.
